Position Summary

This position is responsible for supporting the development, delivery, and monitoring of training programs, including maintenance and documentation. Key responsibilities of the position include developing and coordinating training programs, manuals, lessons, and syllabi for both volunteer and full-time fire services personnel, maintaining training records for employees, and supporting compliance with applicable certification requirements. The position requires a thorough understanding of certification requirements under O. Reg. 343/22 and their impact on training needs based on the department’s approved level of service.

$67,958 - $121,353 per year (Probation to 1st Class) (2026)

Reports to Deputy Chief, Support Services

Department Fire Services

Location City of Kawartha Lakes, ON. Training Center or as assigned

Hours Normal working hours are 40 hours per week, Generally scheduled as four (4) ten (10) hour days. As part of the regular work schedule, the position may require up to 60 hours per month of evening and weekend work to support training services and program delivery. Alternate days off will be provided in accordance with the Collective Agreement and operational requirements.

Other The work is performed in a normal office environment as well as outdoors in all weather conditions for training purposes. Working conditions are provided for general job description purposes and are not intended to supersede any provisions of the Collective Agreement.

Essential Duties

  • Support the development, coordination, and delivery of training programs for City of Kawartha Lakes Fire Rescue Services in accordance with departmental standards

  • Maintain accurate training files and records; keep current and appropriate training manuals and reference materials

  • Monitor and evaluate ongoing training programs in collaboration with the Fire Training Officer

  • Coordinate the development and revision of fire Standard Operating Guidelines (SOGs) and administrative procedures

  • Evaluate training programs to ensure training continues to be effective, efficient, and progressive; recommend improvements as necessary

  • Maintain a thorough and current knowledge of fire ground safety, tactics, and techniques; foster and enforce a safe training environment

  • Liaise and collaborate with other agencies such as Ontario Association of Fire Training Officers and the Ontario Fire College

  • Assist or lead in the development and submission of Learning Contracts and/or Assessment Checklists for certification training as required under O. Reg. 343/22

  • Consider the Occupational Health and Safety Act and department health and safety procedures in the development, delivery, and monitoring of training events

  • Work collaboratively with staff and promote skills development

As a member of the professional team:

  • Administer procedures and recommend solutions to challenges or process improvements

  • Complete continuous research and analysis of industry trends and issues to make recommendations to management and remain current in area of specialty

  • Maintain documentation, databases and corporate records in accordance with policy and divisional practice; consider legislative municipal requirements such as the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)

  • Provide data to allow reporting and decision making

  • Procure services and goods related to areas of responsibility as authorized by supervisor

  • Perform other related duties as assigned


Qualifications

  • Secondary school diploma

  • Minimum five (5) years of experience as a Firefighter or Fire Training Instructor

  • Possess a current Emergency First Responder (EFR) certification or equivalent

  • Must possess the following International Fire Service Accreditation Congress (IFSAC) certifications as per O. Reg. 343/22:

  • National Fire Protection Association (NFPA) Firefighter (1001) Level I and Level II, including NFPA 470 (or equivalent 472/1072)

  • NFPA Fire Instructor (1041) Level I and willingness to obtain Level II within one (1) year prior to end of probationary period

  • Demonstrated knowledge of and experience with Fire Services SOGS and corporate policies and procedures

  • Demonstrated knowledge of and experience with the Fire Protection and Prevention Act, Occupational Health and Safety Act, Firefighter guidance notes (Section 21), NFPA Standards, and O. Reg. 343/22

  • Proven ability to evaluate delivery of training programs and/or presentations and provide feedback with a comprehensive development plan, including specifics of learning materials, expected outcomes, and follow-up evaluation date

  • Proficient knowledge and practical experience facilitating classroom and virtual training programs using necessary tools for a comprehensive learning experience (e.g., PowerPoint presentations, virtual meeting platforms, webinars, job aids, videos, etc.)

  • Strong knowledge of Accreditation/Ontario Fire Marshal (OFM) endorsement processes, proficient with eLearning software, and experience in video editing and E-SIM production is an asset

  • Proficient in computer skills including keyboarding skills and Microsoft Office (Word, Excel, PowerPoint, Outlook)

  • Effective oral communication and strong interpersonal skills; excellent written communication skills; and attention to detail and accuracy

  • Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality at all times, complying with all applicable privacy legislation and local policies and procedures

  • Possess and maintain a valid Ontario Class “D” Driver’s Licence with “Z” endorsement

  • Upon a conditional offer of employment, a Criminal Record Check and Vulnerable Sector Search, will be required
