Job Description

WHO WE ARE

The Simcoe County Municipal Insurancr Pool (SCMIP) became operational on June 1, 2025. The Pool was established to provide a sustainable, municipally governed insurance pool model designed to reduce long-term premium costs, increase claims handling consistency, improve risk management practices, strengthen intermunicipal collaboration, and take greater control of the claims and insurance programs. The Pool consists of 18 members including the County of Simcoe, and 17 area municipalities. The SCMIP purchases insurance on a group basis for these municipalities and manages all their claims and offers risk management services to all members.

POSITION SUMMARY

Under the direction of the Simcoe County Municipalities Insurance Pool’s (“SCMIP”) Risk Manager, this position's duties will include, but not limited to, assist in the implementation of the Risk Management program designed to eliminate, manage, and reduce risk; the placement of required insurance coverage; develop and operate an Owner Controlled Insurance Program (OCIP); perform risk inspections and audits; examine assigned claims; setup and manage a new flood prevention program; perform closed claim reviews with municipalities; and to coordinate the insurance claims process for the municipalities in the Simcoe County Municipalities Insurance Pool (SCMIP); assist with incident investigations and documentation, maintain accurate risk and claims records, and support the development of reporting metrics and analytics to monitor trends and emerging risks.

In this position, the Risk and Claims Analyst will also prepare loss analyses; identify exposures and recommend solutions; contract reviews; recommendations for insurance and indemnity provisions; promote loss prevention; setup risk control standard operating procedures; assist with the operation of committee’s and sub-committees within the SCMIP; perform risk management training and assist the Risk Manager with general assignments and other risk management duties as assigned by the Risk Manager or delegated manager; provide guidance on risk transfer strategies and review of contractual risk allocation; evaluate and recommend appropriate coverage, limits, and policy wordings; support compliance with applicable legislation, standards, and municipal policies; liaise with member municipalities, insurers, brokers, and other stakeholders; assist in the development and implementation of business continuity and emergency preparedness initiatives; and provide practical risk management advice and recommendations to strengthen controls and protect municipalities from liability.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

1. Assist the Risk Manager with SCMIP’s Risk Management Program, including the placement of required insurance coverage.

2. Review programs, contracts, leases, and tenders dealing with corporate liability and insurance requirements. Ensure proper contractual risk transfer mechanisms are in place and potential liabilities are identified and communicated to municipal staff.

3. Review certificates of insurance, Special Events, Lessor/Renter Program, and evaluate risk components related to new activities. Provide recommendations to mitigate risks for such events.

4. Assist in coordinating the SCMIP's insurance claims process. Adjust and settle property damage, general liability or auto claims within assigned limits of authority and in compliance with SCMIP’s claims administration and litigation manual procedures.

5. Examine high valued claims with adjusters and lawyers. Attend pre-trials in court, mediations and other legal meetings and proceedings.

6. Assign claims (property, liability, E&O, etc.) to Third Party Adjuster or the Pool’s in-house adjusters, as required. Assign claims to outside legal firms and examine until their conclusion.

7. Coordinate the gathering of evidence for claim defense lawyers from departmental sources.

8. Review claim incidents with municipalities’ internal departments to reduce or eliminate the severity and/or frequency of future losses.

9. Obtain direction and report to the Pool’s Risk Manager on outstanding claim litigation.

10. Coordinate the property inspection program and perform risk management presentations to staff, committees, user groups, and Council.

11. Assist with the supervision of Pool staff when required.

12. Perform other duties as assigned, including redeployment in emergency situations.

13. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.

14. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

  • Minimum requirement of a Certified Insurance Professional Designation (CIP) with the Insurance Institute of Canada.
  • Minimum requirement of a Certified Risk Manager Designation (CRM).
  • This job may be considered for educational equivalency in accordance with County Policy.
  • Greater consideration will be given to those candidates with an ACIP, FCIP, RIMS-CRMP
  • Having completed the Enterprise Risk Management Certified Professional (ERMCP) certification or working towards, will be considered a strong asset.
  • Knowledge and efficiency in ClearRisk™ would be an asset.
  • Strong skills in negotiation, analysis, and problem-solving.
  • Thorough knowledge of the principles, practices, and theories of the risk management process, claims process, insurance legislation, and civil law.
  • High level of negotiation and interpersonal skills, especially when dealing with occasionally irate or angry public regarding claim settlements.
  • Leadership, human relations, and communication skills to assist with developing, motivating and mentoring junior staff in achieving short and long-term objectives, and to participate as an effective team member.
  • Proven skills in the use of a personal computer and various related business software.
  • Ability to write reports, letters, and memorandums about exposure to risk, loss prevention, insurance matters, and settlements.
  • Ability to present issues and deliver verbal presentations effectively.
  • Ability to plan, facilitate, and present Risk Management Seminars on various subjects internally to the staff of the SCMIP's municipalities, associations, Municipal Council, and externally to outside professional organizations.
  • Strong analytical capability, including interpreting claims data, identifying trends, and developing actionable risk management recommendations.
  • Demonstrated knowledge of risk transfer principles, including contract analysis (indemnity and insurance clauses), insurance structures, and alternative risk financing.
  • Understanding of business continuity planning, emergency management, and the ability to manage multiple priorities independently with strong organizational skills.
  • Experience working with claims and risk systems (RMIS), along with external stakeholders such as adjusters, brokers, legal counsel, and consultants, while exercising sound judgment and confidentiality.
  • Valid G class drivers license and access to reliable vehicle for occasional business travel.
  • Criminal records check that is less than six (6) months old at time of hire.

EXPERIENCE

  • A minimum of ten (10) years of progressively responsible experience in the municipal risk management field and/or corporate risk management services.
  • An understanding and experience on contract reviews and providing risk management advice, terms of insurance, indemnity provisions and loss transfer techniques is essential.
  • Municipal environment experience is essential and understanding the operations of a municipality.
  • A minimum of five (5) years of adjusting or examining municipal insurance claims whether liability, property or auto. A candidate who has handled extensive liability claims for municipalities would be considered a strong asset.

EFFORT

  • Visual and mental effort required when doing data entry, audits, inspections, and other site conditions.
  • Attention to detail required when reviewing contracts and providing recommendations and advice.
  • A keen eye for details is required while communicating recommendations effectively, politely, and diplomatically is essential.

WORKING CONDITIONS

  • Regular office environment.
  • Ability to work remotely if required and in-field (within the County of Simcoe boundaries).
  • Primary employment location will be at the County of Simcoe, and as such, employees must comply with County of Simcoe policies and procedures as well as the SCMIP policies and procedures.
  • The nature of the position is public facing (with occasional exposure to unpleasant conditions when dealing with irate claimants).
  • Regular travel to attend municipalities, sites, loss locations, audit and inspection locations, meetings or training sessions.
  • Work is performed to meet deadlines imposed by the Risk Manager and/or other Pool staff.
  • Lengthy time spent using a computer and reviewing contracts, legal documents, and municipal documentation.
  • Expected to work in hot summer months and cold months to make required risk management assessments.
  • Driving from one location to another is key, the candidate should be comfortable driving in summer and winter conditions.
  • Candidate will be required to multitask between numerous projects, assignments, and projects while keeping the timelines and projects moving forward in a timely manner.
