To fix current issues, take a look at the staff as a whole. Frontline staff take all the blame but the issues run deeper. If the issues aren't addressed from every aspect (planners, managers etc.)the program is going to fail.
Treat the staff like human beings, the staff go out and give V.O.N. a great name and the staff are treated with disrespect this company should be ashamed of themselves.
