So many things. Actually listening would help, when making payroll mistakes fix them immediately instead of denying they happened then fixing them 2 months later, actually pay staff a fair wage, show some trust for staff instead of creating rules across the country because one person made a mistake, don't keep centres short staffed so teachers are actually able to have breaks instead of exhausting themselves, centres look a little to clinical they need some nature and ability to decorate the classes, actually show appreciation instead of giving a sad snack once a month and a 2 minute video. Theres more but thats all I can think of at the moment.

Listen to staff and actually fix the issue, don't lie. Actually investigate HR complaints.
