Honestly, I would fire many of the managers and promote loyal, long-term employees into key management roles instead of weeding them out or hiring new people. Try giving some responsibility to people who have been around for a while and have done good work, because they can more effectively understand and communicate the unique issues that come up at Inter-Web Services.
