Unfortunately, upper management rarely consults with the very people that are expected to role out these activities. Input from ground zero would help upper management get a view on how well their ideas will work, which could potentially save them a lot of wasted money.

The process is painfull. Phone interview. Then 1st meeting with 2 managers and not nessisarily the manger you will work with. Then a final interview the the managers and Hr either in person, or by phone which is very awkward for all parties. Then Hr needs to have it approved by the director. Why so many procedures you ask because the place is a revolving door of staff and HR thinks they can make the right decision to keep staff.
