I cannot suggest anything because I left this work due to a temporary position and after I got a tax pro position then for me was an excellent job
I doubt anything can be done with such a poor culture.

Yes, I would suggest Deloitte management to be respectful to the future employees / job applicants, rather showing Delloitte Brand ego
Enhanced visibility of potential career path could be improved. Additionally, succession planning of critical roles could be thought about.
