If you're an internal employee looking for a promotion, very difficult and not a transparent HR department (ie they grade you, but won't share your results with you or the union)
If you're external, much easier. This way management can hire whoever they like, making the union a pointless expense.

I had performance reviews in first year of employment and then never again.
There is a general fear of upper management, and you are encouraged not to reach out to them as you run the risk of wasting their time. The work environment is ok, but there is no culture to speak of, everyone silently sits at their desk working at their computers. Management receives locations with natural light, and employees are provided artificial light.
