Management at all levels is always in a state of flux, either through re-org's, attrition and/or terminations. The operational departments are stable and manage to get things done, but the culture at City Hall is one of exclusivity and turmoil. The pay and benefits are very good, but unless you fit in with a particular "clique", and can endure endless red tape (committee meetings, review processes, bureaucracy, etc.), you will find this a frustrating place to work.
Good pay and work/life balance.
