Keep policies the same and consistant!!!
Implement a Manager yearly review/survey from the employees’ point of view. Employees typically leave their management team rather than their job.
Visit each store and actually listen to employees. I had to contact HR once about something because the store manager would not help me and I found out after getting yelled at on the phone(I called every day and finally someone would speak to me) an email was sent about my call and I got yelled at again. Employees deserve to be treated with respect.
By actuslly visiting the stores in person. Every location cateres to different customers in at area. Store owners never visit just find ways to make more money. That's all their conference calls care about.
Look more closely into store management.

Offer more full time positions/hours and give medical/dental benefits. Treat the employee well enough they won't want to leave.
Ask the staff on the front line their opinions, the cashiers, the stock, even the supervisors. Their opinions matter the most where they are in the stores dealing with the customers every day.
Allow franchisee's to run their stores as they may see fit. What works at one store doesn't always work at other stores, especially from Province to Province, and city to towns.
