Needs to definitely deal with branches at present nothing is getting done by management but I guess that makes it even with HR because they don't do anything either.
Realize that people need a living wage and quit worrying about your bonus so much
Go around to the stores (don't tell the managers your coming either) and legitimately spend time there to see what can be improved. Use secret shoppers to get a truer understanding of what's happening. some managers can be Yes-men so this may tell a better picture of what's happening.
